That's one way to look at it. My take is that is about employment in China. The US should have recognized that the real benefits of a currency account deficit outweigh the cost in terms of the capital account surplus at full employment. The US was and is getting a deal in exchanging paper for goods, but only if the US makes up for the loss in employment to imported labor. That could have been done but was not.
This is especially important at a time when the historical dialectic is favoring decolonization, which is actually a win-win in terms of the world system. The West should stop resisting it by trying to impose neoliberalism, which includes neo-imperialism and neocolonialism, and the US should abandon its foreign policy of world domination.
This is not primarily about China hoarding dollars. So is Japan. The issue is balancing the world economy as a real system, in which the financial system should paly a supporting role rather than the lead.
I really can't think of anything that I want from China this holiday season.
There is one thing I want, though, and for sure it won't be coming from China -- a coherent, rigorous chemistry textbook. That's it.

Btw, the American science education site education.jlab.org was disappointing. Too much dumbing down and misinformation. I am not kidding. In one example, it talks about electrons "orbiting" the atom's nucleus!!!

The US has exported genuine skills and expertise and make-work via a JG won't fix that.
The correct response is to eliminate non-negative yields on inherently risk-free US sovereign debt and to prohibit foreign ownership of real US assets such as land.
And then foreigners won't have illegitimate incentitives to export to the US.

Btw, all I have is a BSEE plus another BS minus 3 hours (I did not want the stigma of a Psychology Degree).
The trick is to do the last half of the Masters under par.
