It would indeed be an act of war. Many wars start with blockades. WW II against Japan started with a U.S. blockade. Maybe WW III against Russia will start with a blockade.
Meanwhile China faces U.S. aggression in the South China Sea, which carries a third of global shipping. I believe that this is where a joint U.S.-Thai naval exercise accidentally destroyed Malaysia Airlines Flight 370 on 8 March 2014 (239 people murdered, including 3 Americans).
Because the area is so militarily sensitive, the Western powers covered up the incident, and created absurd tales about the airliner vanishing over the India Ocean.

AfD Becomes 2nd Most Popular Party in Germany After Merkel's Bloc – Poll
The Alternative for Germany (Afd) is anti-neoliberal. Therefore the corporate media outlets call them far-right Nazis, fascists, anti-Semites, Islamo-phobes, homo-phobes, xeno-phobes -- all the usual trash.
This is standard practice in Europe. If anyone questions a neoliberal fascist, the corporate media outlets denounce the questioner a “fascist.”
In France, Marine Le Pen leads the National Rally movement. Since the movement is anti-neoliberal, last week a court ordered Ms. Le Pen to undergo “psychiatric evaluation” because of anti-ISIS tweets she sent in Dec 2015. Since Ms. Le Pen is anti-neoliberal, the media outlets call her a far-right Nazi, fascist, anti-Semite, Islamo-phobe, etc etc etc.
Ms. Le Pen has refused to submit to this sham “evaluation.” Therefore she faces a possible three years in prison, plus a fine of 75,000 euros ($87,000 US dollars, or 66,700 UK pounds).
Neoliberal lies and attacks are usually sufficient to keep the peasants divided and bickering.
In Germany the AfD has gained popularity, but according to the Bild am Sonntag newspaper poll, the AfD still has only 17% voter support.
