A system that requires wise leadership will suffer when the leadership is less than wise though it might achieve great things for a while.
Otoh, a system that is ethical may appear to be slow and inefficient but its gains will be lasting ones.
Nothing new here, this was written in the Book of Proverbs and elsewhere in the Old Testament about 3000 years ago.
