Where is our resident "material competence" expert to opine on these maters?
"international development" and everything related to it is largely a joke. People making work for themselves. Their "jargon", as always, is a defense mechanism to hide the fact they do fuck-all.
Jargon ALWAYS hides that. There is NEVER a time for "technical" language. Anyone who truly understands a field, ANY field, can explain it in plain language. In fact, WILL explain it in plain language. Often to the chagrin (and jealousy) of their colleagues.
Jargon users are bullshitters. Period.
